Celine Caira

Celine Caira is an economist and policy professional with experience working across federal, provincial and municipal governments, NGOs, and in multiple United Nations organizations. Celine holds a Master of Public Policy and Governance from the Munk School of Global Affairs and Public Policy and aBachelor of Arts Honours in Political Science, Economics, and French Language and Literature from McGill University.

Celine currently works as Senior Policy Advisor to Canada’sFederal Minister of Innovation, Science and Industry, where she provides strategic policy advice to the Minister on issues related to innovation and economic development, including the COVID-19 economic recovery, vaccine and bio manufacturing deployment, intellectual property and more.

Internationally, Celine has worked for the WorldIntellectual Property Organization (WIPO) in Geneva, Switzerland conducting evaluations focusing on intellectual property. She also assisted in the production of system-wide reports at the United Nations Joint Inspection Unit inGeneva and covered biweekly press briefings and high-level events atUNTV/Radio, Information Service.

Prior, Celine worked at Toronto City Hall as a Policy and Constituency Assistant before joining the Ontario Ministry of Economic Development and Growth’s Social Enterprise Branch where she assisted in the development and launch of Ontario’s first Social Impact Bond. Celine served as Communications Coordinator for the 2018 YDC Delegation to the OECD Forum, where she led the production of YCD’s first podcast, in partnership with Beyond the Headlines (BTH).

She currently serves as YDC’s Podcast Advisor, supporting delegates in producing podcasts to better tell their stories.
