Annual Meetings

The Annual and Spring Meetings of the Boards of Governors of the World Bank Group (WBG) and the International Monetary Fund (IMF) bring together central bankers, ministers of finance and development, parliamentarians, private sector executives, representatives from civil society organizations, and academics to discuss issues of global concern, including the world economic outlook, poverty eradication, economic development, and aid effectiveness.

YDC Delegates interact with experts from around the world while attending IMF-WBG Summit sessions and participating in meetings with stakeholders. The IMF-WBG Annual Meetings are an exclusive opportunity for Canadian youth to observe and learn from high-level discussions on international trade, finance, and comparative public policy.  


Almeera Khalid, Head Delegate

Almeera Khalid is a public policy consultant and holds a MSc in Forced Migration and International Development from the University of Oxford. Almeera is a tri-sector policy professional--with experience in civil society, the private sector and UN entities.

She specializes in migration, human rights, and gender, and has worked with UN agencies and research institutions. She is passionate about addressing social and political issues and is a strong advocate for gender justice.

Angela Bain, Communications Coordinator

Angela is a lawyer at the Department of Justice, where she specializes in immigration, refugee, constitutional, and human rights law. 

Angela holds a Bachelor of Arts from McGill University and a Juris Doctor from Osgoode Hall Law School. During her undergraduate studies, Angela served as Vice Chair of McGill Students for UN Women and as an Ambassador for Best Buddies Canada, a group that facilitates friendships between individuals with and without disabilities. During law school, Angela competed in the Philip C. Jessup International Law Moot and interned on the human rights team of the Canadian Permanent Mission to the United Nations in Geneva. 

Angela is a former employee and current board member of Horizons for Youth, a shelter for homeless youth in Toronto. She also volunteers weekly with Nankind, an organization which offers free childcare to families battling cancer.

Selvalakshmi Rabindranath Tagore, Delegate

Selvalakshmi Rabindranath Tagore is an impact-driven public policy professional from Ontario. They are currently a Policy Advisor at the Ministry of Long-Term Care. Their pursuits at the intersection of health equity, research and policy have led them to working in advisory roles within a Councillor Office at the City of Toronto, the UNODC's Vienna headquarters, and a small village in Nepal researching women’s mental health in partnership with a local NGO and university, prior to their current role. Selvalakshmi currently serves as a board member for a local organization that provides harm reduction services and has previously delivered harm reduction services at a men’s shelter in Toronto as a shelter support worker. Selvalakshmi’s combined experiences in community-based roles and government institutions have emphasized their commitment to center lived experiences in policy making and politics to sustainably address health inequities.

Selvalakshmi holds a MSc. in Health Policy from the University of Edinburgh, where they were awarded best performance for their dissertation exploring the extent to which Canadian health policies facilitate Indigenous self-determination. They also hold a BSc. from McMaster University where they studied neuroscience.

Sabrina Price, Delegate

Sabrina Price is currently a policy analyst for the Office of International Affairs for the Public Health Agency of Canada. In 2019, Sabrina graduated from the University of Ottawa with a BSocSc in International Development and Globalization and in 2021, she completed a MSc in Global Health in McMaster University. During her time in university, she was actively involved in the Filipino Students Association and co-founded ‘Pinoys on Parliament’ and ‘Kabangka’, a national youth conference and non-profit organization devoted to creating a space and support fellow Filipino/a/x-Canadian youth to network, learn new and develop existing skills, build connections, inspire action, and empower young people as leaders in their communities.

Sabrina is passionate about global health, governance, and international health systems strengthening. She is excited to be one of the observers for the annual World Bank-IMF meeting this October. 

Chloé Duguay, Delegate

From Truro Nova Scotia, Chloé (she/her) grew up in a bilingual household in a rural community. Currently she is pursuing an honours degree in international relations with concentrations in urban geography and political science, at Mount Allison University. At school, she is involved in various societies and organizations, including the newspaper, symphonic band and the executive of both the geography and political science society. Chloé spent the last academic year studying abroad at Science Po Strasbourg where she concentrated her studies in European integration. While in Strasbourg, she had the opportunity to sit in on sessions at the European Parliament, and to meet with members of parliament. This experience has enabled her to approach issues of international concern with a new global perspective.

Chloe has contributed to research on feminist, decolonial and anti-racist approaches to public engagement in the global south. Currently, Chloe is completing research and policy development for United Way Colchester. Passionate about equitable communities and youth engagement, she has been a conference leader at the Global Citizenship Youth Conference hosted by the Atlantic Council for International Cooperation. 

She is excited to be able to represent her community at the WBG-IMF annual meeting in Marrakesh this October.
