Spring Meetings
The Annual and Spring Meetings of the Boards of Governors of the World Bank Group (WBG) and the International Monetary Fund (IMF) bring together central bankers, ministers of finance and development, parliamentarians, private sector executives, representatives from civil society organizations, and academics to discuss issues of global concern, including the world economic outlook, poverty eradication, economic development, and aid effectiveness.
YDC Delegates interact with experts from around the world while attending IMF-WBG Summit sessions and participating in meetings with stakeholders. The IMF-WBG Annual Meetings are an exclusive opportunity for Canadian youth to observe and learn from high-level discussions on international trade, finance, and comparative public policy.
Madison Savilow, Head Delegate
Madison Savilow is the Chief of Staff at Carbon Upcycling Technologies, a Canadian carbon capture and utilization company, and winner of the XFactor Award in the NRG COSIA Carbon XPRIZE. She also created and heads the Company’s consumer brand, Oco.
In 2019, Madison graduated from the University of Calgary with a BComm in Accounting and a BA in Sociology. During her time in university, she studied at the University of Glasgow for two semesters and interned at the US Peace Corps Headquarters in Washington, DC.
Madison is a recognized global advocate for climate change, speaking at TEDxYouth@VictoriaPark on the importance of maintaining hope during the climate crisis. She led the Climate Action initiative of the Calgary Hub for the World Economic Forum's Global Shapers and was elected Curator of the Hub in 2021. Madison was named on the Corporate Knights Top 30 Under 30 List of Sustainability Leaders.
Radia Mbengue, Communications Coordinator
Originally from Senegal, Radia has worked with transnational organizations in Africa to analyze the scope of implementation of UNSCR1325 in the Great Lakes Region and worked as a MENA Gender Based Violence Consultant for the World Bank as well as a SRHR consultant for Refugees International. She has a Bachelor’s degree in International Relations from the University of British Columbia and a Master’s in Conflict Resolution from Georgetown University. With a strong interest in conflict resolution, gender-based violence and SRHR, Radia is passionate about decolonization, peace-building and socioeconomic empowerment and justice for all, specially racialized communities and youth. She enjoys working with local civil society organizations and is passionate about grassroots change and bottom-up approach to development. She currently works as a program coordinator for Africa and Climate justice and every day works with amazing peace builders and activists from the Global South to amply their demands for justice.
Wen Ze (Bill) Lu, Delegate
Wen Ze Bill Lu is a public policy professional from Ontario with a multi-disciplinary background in political science, business management, East Asian studies, and project management. He speaks English, French, and Mandarin Chinese. He has previously worked as a policy analyst with the Ontario Ministry for Children, Community and Social Services, and currently works at Indigenous Services Canada as a program evaluation officer, working on multi-year, large-scale program evaluations with three major funding programs.
Bill holds a Masters' degree from the Glendon School of Public and International Affairs/MPIA (York University, Glendon College), a Graduate Diploma in Asian Studies from York University (GDAS), a Bachelors' of Commerce (BCom) from McGill University, and a professional certificate in Project Management from the University of Toronto. His previous academic research work has been presented at conferences in Canada and the UK. He has previously been a youth delegate to the UN Commission on the Status of Women in March 2023 with the Ontario Council for International Cooperation, and has also completed an academic exchange semester abroad in Israel at Tel Aviv University. In addition to his work, Bill serves as a member of the Ontario Council for International Cooperation's youth policy-makers hub.
Anthony Zhong, Delegate
Anthony Zhong is an MD candidate at Harvard Medical School from Ottawa, Canada. He studied the History of Science and Government at Harvard College and completed a master’s in International Development and Globalization at the University of Ottawa. His research interests include the prevention of chronic diet-related diseases, transnational health risks, and international health systems strengthening through the intersection of science and policy. He currently works at the Harvard Center for Primary Care and previously served as a health policy analyst for the Institute of Politics, where he drafted reports and recommendations for the Massachusetts State Senate, U.S. House of Representatives, and United Nations.
Back home, he works with the Canadian Public Health Association and supports the Canadian Delegation to the World Health Assembly and Pan American Health Organization Directing Council. He further conducted research at the Canadian Institutes of Health Research to help inform the agency’s 2021-2031 Strategic Plan. He is a first-generation college student and enjoys mentoring students with an interest in medicine and public health.
