Originally from Quebec City, Julianne began her studies at Laval University in law. Her bachelor's degree confirmed her already strong interest in parliamentarism, politics and international affairs. To deepen her knowledge, Julianne spent time in Finland to further her studies at Abo Akademi University within the Institute for Human Rights. Upon her return, she became involved with the Clinic of International Criminal and Humanitarian Law, where she conducted research for the Special Tribunal for Lebanon on the theme of victims' right to truth. Still driven by curiosity for international relations, Julianne had the opportunity to continue her studies at King's College in London. By pursuing an MSc in Global Affairs, she deepened her understanding of the development issues in Latin American, Asian, and Middle Eastern countries.

Subsequently, she completed her Bar internship in the field of international trade law at the Quebec Ministry of Economy, Innovation, and Energy before beginning her practice in constitutional and indigenous law at the Executive Council Office.

In addition to her studies, Julianne served as the editor-in-chief of a student newspaper, worked as a tour guide at various historical sites, and participated in parliamentary simulations. She also engaged in community life with the organization United for Literacy and on the board of directors of the Youth House in the Saint-Jean Baptiste neighborhood.
